LOWER FREDERICK PA – Although Lower Frederick’s new township manager, Kevin R. Tobias (inset at right), has officially been on the job since mid-October, some township residents saw him at work for the first time during last Tuesday’s (Oct. 31, 2017) Board of Supervisors’ meeting.
Tobias succeeds part-time acting township manager Theodore R. “Ted” Locker Jr. as the municipality’s chief operating officer. Tobias’ hiring was announced Oct. 3 by the board. He also holds the titles of secretary, assistant zoning officer, and open records officer, according to the township website.
Tobias is a decades-long veteran of public service. He most recently worked as manager of West Earl Township, population 7,800, in Lancaster County; as manager of the Borough of Wyomissing, population 10,400, in Berks County; and as manager of the Borough of Topton, population 2,000, also in Berks County.
He holds a master’s degree in public administration from Kutztown University, and completed his bachelor’s degree in telecommunications at Penn State University.
Locker was in the township’s employ for only months, board minutes show, from June 6 (2017) until his resignation upon Tobias’ arrival. Locker succeeded former Manager Tamara Twardowski, who served for more than 10 years in the position and whose employment abruptly ended, apparently as of the board’s April 25 meeting.
